Would it off gas through whatever protective barrier they have between the tire and you? If so, what would be pace of this? Couldn't this just be simply solved with really good ventilation?

Sure could. For that matter certain brands of tire are made of natural rubber which wouldn't off gas. It is just an added cost. Personally I would think that you'd get greater efficency by putting your home on a south facing hill and building it of rammed earth or earth-bag construction. Remember cold air settles so the warmest spot is usually a hill 3/4 of the way up. Sheltered from the wind up top, but with plenty of room for cold air to fall below you....
